TCA has put in place a national and international competitive program in the form of a New Normal along with the 5 key measures of the CCSA strictly. General Decha pointed out that low-risk competitions, such as track-road-mountain bike will be organized only by individual events, not teams, with a clear distance and without clashing. While medium risk levels such as “Tour of Thailand” and “UCI Track Asia Cup” can be available. All riders of all disciplines must start practicing but subject to the 5 measures of the CCSA.


 General Decha Hemkasri, President of Thai Cycling Association (TCA) under the Royal Patronage of His Majesty the King revealed that the Association was invited by a working group to scrutinize affairs and activities in accordance with easing measures to enforce measures to prevent and stop the spread of the COVID-19 to attend the meeting “Guidelines for organizing sports competitions in the COVID-19 situation” at the meeting room on the 3rd floor of the Office of the Public Sector Development Commission (OPDC) on June 2 presided over by General Natthaphon Nakphanich, Deputy Commander-in-Cheif, along with Secretary General, Dr. Chakrath Phitthayawonganon from the Department of Disease Control, including Mr. Nutthawut Reuangwet, Deputy Governor of Sports Authority of Thailand (SAT) for professional sports & benefits and related agencies.

General Decha said that at the meeting, Mr. Nutthawut has explained that the SAT has planned for the relief of sports in 3 categories: 1. Training; 2. The competition with controlled or closed systems; 3. The competition that is similar to a real one. The competition will be divided into 3 levels as follows: 1. Sports with a low risk will be able to compete at the end of this June; 2. Medium-risk sports Competition will begin in July; 3. High-risk sports will be available in August. As for international competitions, the races will be held in October with controlled or closed systems without spectators. However, it must be considered according to the situation at that time as well. In addition, General Natthaphon Nakphanich, the chairman of the meeting, has reiterated that the sporting event must strictly abide by 5 main measures, consisting of 1. To have a fever test and to clean the place; 2. To wear a mask or a cloth mask; 3. To space sitting or standing at least 1 meter apart; 4. To wash hands or to use alcohol gel; 5. To stop group gathering activities and the Association adapts to certain formats of competitions with the least risk.

The President of the TCA also said that at the latest, the Association has determined that various categories of the cycling competition with the least risk must focus on individual events, not a team and without collision. The Association will change the format of the competition to a New Normal. After that, the letter with attached documents of a revised competition plan will be handed to the Deputy Governor of the SAT and Dr. Chakkarat, Secretary General of working group to scrutinize affairs and activities in accordance with easing measures to enforce measures to prevent and stop the spread of the COVID-19 before forwarding to a full working group for consideration as well as the Center for the COVID-19 Situation Association (CCSA).

Different competition plans that the Association has revamped it into a new normal format can be divided into 2 levels: 1. A domestic competition consists of track, road and mountain bike with the least level of risk; 2. An international competition is with moderate risk as follows: A domestic competition with a low risk such as “Queen Sirikit’ Cup Thailand Track Championships 2020” will be held in individual categories only.  There are 5 events: 1. Individual Time Trial; 2. Individual Pursuit; 3. Individual 200 meter Time Trial; 4. Individual Sprint; 5. Individual One Lap Sprint. All the 5 events will keep the distance of riders and no clash in accordance with preventive measures stipulated by the CCSA strictly. The schedule for 4 rounds are as follows: Round 1 on June 26-28;  Round 2 on July 10-12; Round 3 on July 24-26; and Round 4 on August 7-9 at the Velodrome Huamark Bangkok.


King Bhumibol’s Cup Thailand Road Championships and Thailand Mountain Bike Championships 2020 are scheduled to organize the 3rd round in Thong Pha Phum district, Kanchanaburi province on August 21-23 which will be held in a New Normal format as well. The road race will be held in a special time race, releasing 1 rider at a time spaced 1 minute each which riders will distance about 800 meters. The mountain bike (Downhill) will be released one by one, spaced 1 minute each, riders will have a distance of approximately 1 kilometer. As Cross-country (individual) category will compete in a Time Trial format, rider will be released one by one, spaced 1 minute each, riders are spaced about 1,000 meters or more.

 

“Seth. Muek” continued to say that the international competition at a moderate risk such as “Men’s Tour Thailand Tour 2020” and “Women's Tour of Thailand 2020” under the name of “The Princess Maha Chakri Sirindhorn's Cup Tour of Thailand 2020” and the international track race, namely “UCI Track Asia Cup 2020”.  For the Tour of Thailand 2020, Union Cycliste Internationale (UCI) has set new dates as follows: Men's teams on Oct 6-11 starting from Samut Songkhram - Phetchaburi - Prachuap Khiri Khan - Chumphon - Ranong - Surat Thani with a distance of 1,045 kilometers. As for women’s teams, the competition will be held on October 14-16 within the route in Surat Thani province with a distance of 261.90 kilometers. The Association has created a new normal plan by working with the Ministry of Public Health to put strict measures to prevent the spread of the COVID-19. After that, this plan was presented to Professional sports and boxing Department of the SAT for presenting to the CCSA for further consideration.


General Decha also said the international track race, namely “UCI Track Asia Cup 2020” was originally scheduled for early October, but due to the race day overlapping with the international road race called “Tour of Thailand 2020.”  The Association, therefore, has submitted a request to the UCI to postpone the competition in November, we have to wait for the certification of the UCI, it is

expected that there should be no problem. However, the Association will continue to adhere to guidelines of a New Normal competition, focusing on individual events with 22 strict precautions or, if at that time, the COVID-19 is resolved to almost normality, the competition may be held in a full scale but it still needs to have strict preventive measures as before. 

“The reason why the Association must organize “UCI Track Asia Cup” is that the UCI has regulations that if riders from any country with high accumulated points get the right to qualify to compete in the world Cup and World Championship, that country of the eligible rider must host at least 1 international track event per year. If there is no competition, that rider will be demoted to a reserve immediately. In the past, a hopful rider such as Jai Angsuthasawit had no problems at all. But if we hope to push him through qualification to get a quota for the 2024 Olympic Games in Paris, France, we will have to organize the UCI Track Asia Cup track. Because pointss from the World Cup and the World Championship competitions are very high, affecting the selection path to the 2024 Olympic Games very much.” said General Decha.
